U.S. Intelligence Agencies Prepare To Pull Back From Africa

New York Times: U.S. Intelligence Agencies Prepare to Pull Back Officers From Africa

An expected withdrawal of military forces would lead the C.I.A. and other agencies to reduce their presence, leaving some officials and experts fearful of a gap in stopping terrorist threats.

WASHINGTON — American intelligence agencies face a significant reduction in their counterterrorism collection efforts in Africa if a proposed withdrawal of United States military forces is carried out by the Pentagon, intelligence officials said.

The new planning to pull back intelligence officers deployed in Western Africa and other parts of the continent has been partly driven by the troop deployment review, which is expected to reduce American forces in Niger, Nigeria and other countries in the region.

The presence of American troops allows intelligence officers to travel far from traditional diplomatic outposts. The troops also provide protection in the event of spreading chaos or instability. Stark evidence of the risk was seen in the lethal 2012 attacks in Benghazi, Libya, and increased security was ordered for those outposts.

If service members are soon pulled out of Africa, the C.I.A. and other intelligence agencies simply would not be able to safely deploy their officers far beyond embassy walls, officials say.

"With a smaller military and intelligence presence, we limit how much intelligence we collect. Our analysts have a less rich pool of information on which to draw when reaching conclusions and forecasting threat conditions," said Mr. Rasmussen, the acting executive director of Arizona State University's McCain Institute. "Our confidence levels in the analysis we produce end up being lower."

Trump administration officials would not say how many intelligence officers could be affected by the changes because the number of officers in the field is a closely guarded secret.

The U.S. Army's 82nd Airborne Division's alert brigade has been issued orders to deploy rapidly to Kuwait following an attack on the American embassy in Baghdad by a pro-Iranian mob.

At least 750 paratroopers are already making their way to the Middle East, Secretary of Defense Mark Esper confirmed in a statement on Tuesday, saying additional forces are prepared to deploy over the next several days.

'This deployment is an appropriate and precautionary action taken in response to increased threat levels against U.S. personnel and facilities, such as we witnessed in Baghdad today,' said Esper.

A total of 4,000 soldiers from the 82nd Airborne's Deployment Ready Brigade have been put on notice for imminent deployment in the next 96 hours, three U.S. defense officials told Fox News.

Russia Puts The Squeeze On Belarus Over Energy Supplies

DW: Russian companies divert oil from Belarus amidst deal impasse

Minsk and Moscow have not been able to secure a deal for 2020 to transport 24 million tons of oil from Russia to Belarus. The pipelines that run through Belarus are key to delivering oil to Europe.

Russian firms began diverting oil from Belarus on Tuesday, as both countries remained unable to agree on a deal for 2020 supply volumes.

Presidents Vladimir Putin and Alexander Lukashenko have spoken on the phone twice this week and are set to continue talks to break the impasse, but with a January 1 deadline approaching, it looked as though Moscow and Minsk were heading for yet another pre-New Year oil standoff.

However, the Kremlin downplayed the idea that Russia would unilaterally suspend oil shipments to Belarus, Reuters news agency reported.

"We propose not to discuss such apocalyptic scenarios," Putin's spokesman Dmitry Peskov said.

DW: Court seizes assets of Africa's richest woman Isabel dos Santos

A court in Angola has ordered the bank accounts of ex-President Jose Eduardo dos Santos' daughter to be frozen. An anti-corruption drive launched by his successor has targeted the former first family's assets.

Angola's public prosecutor said on Tuesday that bank accounts held by Isabel dos Santos, the daughter of former president Jose Eduardo dos Santos, have been frozen in accordance with a court order.

The court was acting in a graft investigation looking at alleged irregularities involving state companies, including the oil giant Sonangol which Isabel dos Santos used to run, and a diamond-marketing firm, Sodiam.

"The state through its companies ... transferred enormous quantities of foreign currency to companies abroad whose beneficiaries are the defendants, without receiving the agreed return," the court said in its order, dated December 23.

The Guardian: Kim Jong-un signals North Korea will resume nuclear missile tests

The dictator says Washington's 'gangster-like demands' meant self-imposed ban was no longer needed

Kim Jong-un has signalled that North Korea will lift its moratoriums on nuclear and intercontinental ballistic missile tests in a move likely to anger Donald Trump.

The North Korean leader told a four-day meeting of party officials in Pyongyang that the test ban, which Kim agreed to in talks with the US president, was no longer needed, state media said on Wednesday.

Kim also reportedly said his country planned to introduce a "new strategic weapon" in the near future.

North Korea has previously fired missiles capable of reaching the entire US mainland and has carried out six nuclear tests.

The New York Times if facing backlash for referring to the violent protestors who tried to storm the U.S. Embassy in Baghdad on Tuesday as "Iraqi mourners."

Crowds of angry Iraqis protesting America's recent airstrikes against an Iran-backed militia laid siege to the U.S. Embassy compound, chanting "Down, Down USA!" as they stormed through a main gate, prompting U.S. guards to fire tear gas in response.

However, the Times offered a more sympathetic description of the mob.

Washington Examiner: 'How did they get so close?': Analysts ask if Iraqi security forces turned a blind eye during attack on US Embassy in Baghdad

An Iranian-controlled militia couldn't have breached the U.S. Embassy compound in Baghdad without the tacit acquiescence of some Iraqi security forces, according to American government sources and analysts.

"It shows just how fragile that relationship is with the U.S. and Iraq," a U.S. government source who has worked in Baghdad told the Washington Examiner. "It's not an Iraqi government, it's an Iranian satellite."

Such frustrations have simmered for months amid rocket attacks on bases that house American troops in Iraq. The attacks were launched by Iranian-controlled militias that are supposed to report to the Iraqi central government. Those tensions erupted Tuesday when the militias succeeded in breaching the Green Zone in Baghdad.

Donald Trump announced that the US embassy in Baghdad is safe after some 6,000 pro-Iran militia fighters stormed the compound on Tuesday, set walls ablaze and chanted 'Death to America!' in a violent retaliation for American air strikes.

The president doubled down in his warning to Iran, saying their government will be held 'fully responsible' for the attack that forced the Pentagon to send 100 Marines as reinforcements to the Iraqi embassy.

'The U.S. Embassy in Iraq is, & has been for hours, SAFE! Many of our great Warfighters, together with the most lethal military equipment in the world, was immediately rushed to the site. Thank you to the President & Prime Minister of Iraq for their rapid response upon request,' Trump tweeted Tuesday evening.

'Iran will be held fully responsible for lives lost, or damage incurred, at any of our facilities. They will pay a very BIG PRICE! This is not a Warning, it is a Threat. Happy New Year!' he added.

The president's hold over the country has been absolute — and it's not over.

MOSCOW — Boris Yeltsin had a reputation for the sensational and the unpredictable, from ordering tanks to shell a rebellious Russian parliament to drunkenly hunting for pizza in Washington in his underwear. But he saved arguably his biggest surprise for last.

Twenty years ago this New Year's Eve, with six months to go until the end of his final term, an ailing Yeltsin addressed Russia in a special noontime broadcast. "I am leaving. I have done all I could," he said, his words slurred by ill health and alcohol abuse. "A new generation is coming. They can do more, and better."

Later that night, as the Kremlin clock ticked down the final minutes of the 1990s, a dour-faced representative of that "new generation" appeared before the nation as Russia's acting president.

"Like you, I intended this evening to listen to the New Year greetings of President Boris Yeltsin," said Vladimir Putin, the former state security service chief who had been named prime minister just four months earlier. "But things turned out otherwise."

Ukraine and Russia are working towards a new prisoner exchange, just two days after swapping 200 captives, Kyiv said after Russian President Vladimir Putin and his Ukrainian counterpart Volodymyr Zelenskyy spoke on the phone.

RFE: Russia's Foreign Minister Says Either Abide By Iran Nuclear Deal Or Kill It

Russian Foreign Minister Sergei Lavrov has said that the United States and the European Union should either comply with the terms of the 2015 nuclear agreement with Tehran, or recognize it as nonexistent.

Lavrov made the comments on December 30 after meeting in Moscow with Iranian Foreign Minister Mohammad Javad Zarif, who said that the European signatories to the deal were "not taking any practical steps" to support it.

The deal, known as the Joint Comprehensive Plan of Action (JCPOA), offered Tehran sanctions relief in exchange for curbs on Iran's nuclear activities.

SCMP: China steps up warship building programme as navy looks to extend its global reach

* Latest launches bring total number of PLA Navy ships built this year to 24
* Analysts say new ships have improved quality and capability but country is lagging behind in developing sailors' technical skills

China is speeding up its warship building programme as its navy extends its reach to cover Beijing's increasingly far-flung interests.

The latest warships, launched last week, were a Type 055 and a Type 052D, both guided missile destroyers built by Dalian Shipbuilding Industry Company in Liaoning province.

The ships – China's sixth Type 055 and, according to mainland media its 23rd Type 052D, were among 24 launched by the PLA Navy in 2019.

At about 12,000 tonnes, the Type 055 class is China's first guided missile destroyer equipped to hold and fire 112 missiles.

At 8,000 tonnes, the Type 052D has 64 vertical launchers. Typically, such ships require one or two years of outfitting and sea trials before they enter service.

Will Washington be able to dodge similar mistakes in the 2020's? This is certainly the hope. But if U.S. officials are too afraid to come to terms with their own-goals over the last decade, they are flirting dangerously with failure.

With the year 2019 coming to a close, the world is poised to enter a brand new decade of promise, opportunity, and unpredictability. None of us have a crystal ball; we can only hope that the next stretch of time is peaceful and prosperous, devoid of the kind of superpower conflagrations that defined the Cold War period.

Progress over the next decade will depend in large measure on our ability to avoid the kinds of self-inflicted wounds that can make our lives hell. A new hypersonic nuclear missile that Russia says it has deployed is fueling concerns of a new arms race with the U.S. as the clock ticks down on the expiry of the last treaty limiting the strategic arsenals of the two former Cold War foes.

Russia's first regiment of Avangard missiles was commissioned in the Urals region of Orenberg, Defense Minister Sergei Shoigu said Dec. 27, days after President Vladimir Putin boasted that the new weapon could penetrate any defensive shield.

"Not a single country possesses hypersonic weapons, let alone continental-range hypersonic weapons," Putin told military chiefs. "They're trying to catch up with us."

The Russian leader unveiled the Avangard and five other new-generation weapons in his annual state-of-the-nation address in March 2018, saying it could travel at up to 20 times the speed of sound like a "meteorite" or a "fireball."

The new weapon has gone into service amid heightened tensions between Moscow and Washington after President Donald Trump pulled the U.S. out of a landmark 1987 treaty banning deployment of short- and medium-range missiles, accusing Russia of being in breach of its terms. The Kremlin, which withdrew from the pact in response, denied the allegation.

While the old Top Gear hosts are piloting boats up the Mekong River over on Amazon Prime's The Grand Tour, the new Top Gear hosts are pitting fighter jets against McLarens, bungee-jumping in British cabriolets and ragging on classic French cars in Nepal.

Yup, there should be plenty of motoring shenanigans to watch this year.

In a trailer for the 28th season of Top Gear, hosts Chris Harris, Paddy McGuinness and Freddie Flintoff can be seen performing and/or preparing for all sorts of wild stunts, including lining up a Rover for a bungee jump down the face of a massive dam and racing a McLaren Speedtail against an F-35 fighter jet on an airstrip.
