Kargil records nine degrees, one of coldest in Kashmir

As the winter set in, the Kashmir area of Kargil registered as the coldest in Jammu and Kashmir.

The area recorder minus 9 degrees Celsius on Sunday.

The weather office said that the minimum temperatures across the region went around the freezing point.

According to a Met Department official, the minimum temperatures in Leh, Gulmarg, Pahalgam and Srinagar were minus 5.1 degrees, minus 4.5, minus 1.1 and 1.6, respectively.

In the Jammu region, Jammu city recorded 11.1 degrees Celsius, Katra 10.4. Batote 6.3, Bannihal 4.0 and Bhaderwah 2.8 as the night’s lowest temperatures. </>

After it became clear that Finance Secretary Hasmukh Adhia is set to retire on November 30, Ajay Bhushan Pandey will take over.

Ajay Bhushan Pandey is now the Chief Executive Officer (CEO) of Unique Identification Authority of India (UIDAI).

Pandey is a 1984-batch IAS officer of the Maharashtra cadre and would continue to hold the additional charge of Unique Identification Authority of India (UIDAI) CEO and Goods and Services Tax Network (GSTN) Chairman till
further instructions.

The government issued an order issued by the Appointments Committee of the Cabinet.

Adhia, who turned 60 earlier this month, had an eventful stint as Finance Secretary during the days of demonetisation and the ushering in of the GST regime.

In a series of tweets, Adhia expressed gratitude to Prime Minister Narendra Modi and Finance Minister Jaitley for their guidance and leadership during his four-year stint.

Jaitley also appreciated Adhia’s prior role as Financial Services Secretary in successfully implementing various social security programmes.</>

The Sabarimala temple issue is spiraling out of control, or so it seems.

After Kerala observed a 12-hour statewide strike, the Bharatiya Janata Party (BJP) has declared Sunday as a day of protest.

The protests were announced after one of their party leader was taken into protective custody as he was on his way to the hilltop shrine of Lord Ayyappa at Sabarimala.

Identified as Surendran, he was detained on Saturday night from Nilakkal base camp as he tried to leave for Sabarimala.

BJP workers staged protests in front of the state secretariat at Thiruvananthapuram and across the state including Kochi, Kottayam and Kannur.

The Sabarimala temple reopened for the third time on Friday for the two-month-long pilgrimage season after the Supreme Court allowed women of menstrual age to offer prayers there.</>

A sub inspector employed with Navi Mumbai police’s Crime Branch was booked for allegedly raping a woman constable.

Police confirmed that the complainant approached CBD police station and alleged that sub inspector Amit Shelar had raped her in March last year.

She said that he raped her after spiking her cold drink.

The 31-year-old complainant has also told police that the accused had recorded the incident and had threatened to circulate it, police said.

She has said the accused raped her several times in places like CBD, Panvel, Kamothe and Kharghar, police informed.

The official added that the accused had not been arrested yet.

The accused and victim knew each other from 2010 when they were posted at the same police station, the official said.</>

Govt appoints Sanjay Mishra as full time Enforcement Directorate chief

In a major development, the IRS officer Sanjay Kumar Mishra has been appointed as the full-time chief of the Enforcement Directorate (ED).

The government has issued an order to this effect.

Mishra is an 1984-batch Indian Revenue Service (IRS) officer of the Income Tax cadre.

He was appointed as the principal special director in the central probe agency on October 27 and was entrusted with the additional charge of ED director for three months.

An order issued by the Prime Minister Narendra Modi headed Appointments Committee of the Cabinet (ACC) on Saturday gave a two-year tenure to Mishra.

This will be from the date of assumption of the charge of the post or until further orders, whichever is earlier.

The post of ED director is an additional secretary rank post in the Union government.</>

After India secured waivers from the US sanctions for Iran oil purchase as well as for development of Chabahar port, the outgoing Indian ambassador to Tehran deliberated on ways of continuing India Iran trade.

The outgoing Indian Ambassador is also the head of Tehran Chamber of Commerce, Industries, Mines and Agriculture.

During the meeting, the Indian diplomat Saurabh Kumar and the Iranian official Masoud Khansari reviewed the ways to continue trade relations during sanctions.

After US President Donald Trump’s withdrawal from Iran’s nuclear deal in May, the US has reimposed the stringent sanctions on Iran.

In the talks, there was focus of mechanisms to facilitate cooperation between Iran and India should be laid on banking and financial cooperation.

He also highlighted the role of Iranian Chabahar Port in developing close cooperation with India, adding now that the port has been exempted from US sanctions, the two sides must capitalise on this opportunity.

For his part, Indian diplomat presented a list of 1,000 goods items that Iran can import from India.</>

NCW holds deliberations on issue of sexual harassment of women at workplace

Amid the ongoing #MeToo campaign that essentially is all about sexual harassment of women in the workplace, the National Commission of Women identified some of the key issues.

A consultation was held by the National Commission of Women (NCW) on the Sexual Harassment of Women at Workplace Act.

The NCW had decided to take up the review of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013.

It is aimed at examining whether its existing provisions require any amendments.

The consultation saw the participation of experts, including judges Sujata Manohar (retired), G Rohini (retired), Anuradha Paul, Assistant Solicitor General of India, Meghalaya and other stakeholders.

The consultation also expressed dissatisfaction with the composition of the Internal Complaints Committee (ICC).

The conciliation clause in the act has to be reviewed and there is a lack of awareness among majority of the employees working both in organised and unorganised sector, it said.

The #MeToo movement started with actor Tanushree Dutta accusing another actor Nana Patekar of harassing her during the shooting of a Bollywood film in 2008. Mr Patekar has denied the allegations.</>

The 59-year-old had claimed he left India in January for medical treatment in the US.

The Special Prevention of Money Laundering Act (PMLA) court was hearing the Enforcement Directorate’s request to declare him a “fugitive” under the Fugitive Economic Offenders Act.

The party sought Central Industrial Security Force (CISF) security cover for Punjab cabinet minister Navjot Singh Sidhu and cited growing threat perception to his life.

Congress’ chief spokesperson Randeep Surjewala said that Sidhu needs to be provided CISF security cover as he will be travelling extensively outside Punjab to campaign for the party.

There are five states which are poll bound as of now and Sidhu is one of the most sought after star campaigners for speaking his mind.

In 2014, the Shiromani Akali Dal (SAD)-Bharatiya Janata Party (BJP) government in Punjab had withdrawn Navjot Singh Sidhu’s security cover, which was reinstated after protest, the Congress spokesperson said.

On November 16, Mr Sidhu began campaigning for the Congress in Chhattisgarh, where the second phase of assembly elections will be held on November 20.

In another of the tragedy, a 61-year-old Indian man was shot dead by a teenager in New Jersey’s Ventnor city.

Police have identified the deceased as Sunil Edla, originally from Telangana’s Medak.

It is said that he was shot by a 16-year-old boy.

The police have arrested the boy.

Police confirmed that the man was killed outside his residence at around 8 pm.

The ceremony was attended by Indian Prime Minister Narendra Modi as well as former Sri Lankan President Chandrika Bandaranaike Kumaratunga and high-level delegates from 46 countries.

Later, a separate meeting was also held between PM Modi and President Solih.

The two leaders, while noting the resilience of the relations between India and the Maldives, expressed confidence in the renewal of the close bonds of cooperation and friendship.

Ibrahim Mohamed Solih was sworn in as the 7th President of the Republic of Maldives.

During their meeting, both leaders agreed on the importance of maintaining peace and security in the Indian Ocean and being mindful of each other’s concerns and aspirations for the stability of the region.

The two-day national conference on the theme “the tradition of Vedic studies in Pubjab and Vedic Social Values” organised by Dayanand Chair for Vedic Studies, Punjab University Chandigarh in association with Maharishi Sandipani Rashtriya Ved Vidya Pratishthan Ujjain concluded today.

Speaking during the closing ceremony of the conference as chief guest, Governor Acharya Devvrat said that Vedas were the basis of our culture, which gives us the message of humanity and brotherhood.

He said we can maintain peace and harmony in the society by spreading the message of the Vedas.

He said that Punjab has been the land of Sages and Mahatmas and has been following the traditions of the Vedic culture.

He said that the Vedas have the power to guide the society on a right path. Swami Dayanand ji and Swami Shraddhanand ji contributed significantly for propagation of Vedic culture in Punjab and today we need to carry forward this tradition.

Prof. Harmohinder Singh Bedi, Chancellor of Central University, Himachal Pradesh welcomed the Governor on the occasion and detailed about the Punjabi Ram Kavya Pandu script and stressed on preserving valuable Vedic text .

He presented a book “Bhartiya Bhashaon mein Ram Katha-Panjabi Bhasha” to the Governor.

Dr. Virupaksh V. Jaddipal, Secretary, Ved Vidya Pratishthan, Ujjain also spoke on the occasion.

He said that media persons need to work with more positivity in the interest of the nation so that the society could move in a right direction.

Congratulating the journalists on the National Press Day, the Governor said that the media was playing important role in to awakening the society. The media has a major role in lives and our daily life starts by reading and viewing news.

He said that media has made the world smaller and we get the all the events and happenings around the world at one place due to the media. He expressed concern that print media was going through some difficulties today, although the reliability was the highest, so the growth of print media was must.

Acharya Devvrat said that media was the fourth pillar of the democracy. He admitted that journalists should get more facilities at the government end so that they could be able to discharge their duties in more effective manner.

He urged the journalists to pay more attention in maintaining credibility while reporting news. He added that today, some unprofessional people were also active who needed to be identified so that media was not defamed.

Emphasizing on the developmental journalism, the Governor said that in Himachal, he has taken several initiatives relating to social issues, which received considerable support from the media. He called upon the media to give prominence to the social welfare activities to create positive thinking in the society.

The Governor also gave the Haryana Journalist Welfare Award to the journalists on this occasion.

Urban Local Bodies Minister of Haryana Kavita Jain informed about the various facilities being given to the media persons by the Haryana government.

Earlier, Pawan Ashri, President of Indian Journalists Welfare Forum welcomed the Governor and informed about the activities of the forum.

DPR completed for Bara-Bhangal to Holi road construction, says ACS Manisha Nanda

Additional Chief Secretary, PWD Manisha Nanda today held meeting with the Chief Engineers, Superintending Engineers and Executive Engineers of all Zones of the Public Works department of the state to review the progress made under various schemes.

The officers of all the zones gave detailed presentations on the works being undertaken and progress made under PMGSY, Central Road Fund, NABARD and state budget for construction of roads, bridges, tarring and mettaling.

Manisha Nanda said that detailed project report for the ambitious 21 kilometers long road project to connect Bara Bhangal remote area of Kangra district to Holi in Chamba has been prepared.

She said matter would be raised with the government of India for funding Rs. 27 crores for this project under PMGSY. She said this road would help in facilitating the people of the area during any natural calamity.

She directed the officers to identify two-three road projects in their zones on which work can be undertaken through bio-engineering technique. She said Chief Minister’s announcements should be given utmost priority and all works should be completed in a stipulated time period.

Manisha Nanda also asked to give special emphasis on land acquisition cases and ensure quality control in all projects. She said that the department is working in the direction of switching over to computerization which would go a long way in strengthening and maintaining transparency in departmental working.

The Additional Chief Secretary said that 374 kms long motorable roads, 24 bridges have been constructed till 30 September, 2018 during the current financial year whereas tarring was done on 736 kms and cross drainage facility was provided on 429 kms roads during this period.

Besides, periodical renewal coat was done on 1850 kms roads and 25 new villages have been connected.

Engineer-in-Chief’s RP Verma and Ashoka Chauhan and other senior officers of the department were present in the meeting.</>

Punjab Chief Minister Captain Amarinder Singh has expressed shock and grief at the sudden death of his political secretary Karanpal Singh Sekhon, who passed away last night at Aswan Military Hospital, Aswan in Egypt.

Sekhon (62), who died of cardiac arrest, is survived by his son and a daughter.

The Chief Minister described the death of Sekhon, who had been closely associated with him for a long time with the two families also sharing close ties for at least four generations, as a huge personal loss.

Captain Amarinder Singh said he would deeply miss Sekhon’s strength and tireless service to him and the Congress party in Punjab.

In a tweet the Chief Minister said, “Very saddened to hear about the demise of my dear friend Karanpal Singh Sekhon. He suffered a sudden heart attack during a family trip to Egypt. RIP my friend. You will be missed”.

The Chief Minister extended his sympathies to the bereaved family, saying he hoped they would have the courage to bear their loss. May Sekhon’s soul rest in peace, he added.

Meanwhile, the Chief Minister’s Media Advisor Raveen Thukral also mourned the death of Karanpal Singh Sekhon, terming it as ‘extremely shocking and unfortunate’. Thukral said he had known Sekhon as an immensely loyal friend and a fine human being.</>

Punjab Chief Minister Captain Amarinder Singh on Saturday condoled the passing away of hero of the historic battle of Longewala and Maha Vir Chakra awardee Brigadier Kuldip Singh Chandpuri,

who breathed his last in Mohali after a brief illness. Brig. Chandpuri (78) is survived by his wife and three sons.

In a condolence message, the Chief Minister recalled the remarkable services of Brig. Chandpuri as an astute and illustrious army officer who handled several military operations immaculately besides a prolific writer on defence
preparedness and military warfare strategies.

He said that his exemplary and heroic leadership in the battle of Longewala would be ever remembered by one and all and especially inspire the young soldiers and officers of defence services to discharge their duties with utmost devotion, commitment and sincerity.

Describing the demise of Brig. Chandpuri a huge loss to military fraternity, the Chief Minister said that in the death of a valiant soldier the nation has lost a great son of the soil.

Sharing his heartfelt sympathies with the bereaved family, relatives and friends, Captain Amarinder Singh prayed to the Almighty to give courage to bear this irreparable loss and grant eternal peace to the departed soul.</>

CM launches integrated cooperative development project for Mandi district

Chief Minister Jai Ram Thakur launched Rs. 90 crores integrated cooperative development project for Mandi district on the occasion of state level function held at milk plant, Chakkar at Mandi on Saturday on the occasion of All India Cooperative Week.

Speaking on the occasion, he said that this project would go a long way in giving boost to cooperative sector. He said that the cooperative societies are playing important role in social and economic growth of the rural areas of the state.

However, there is a need to take effective steps for expansion and strengthening of this sector for providing employment and self-employment opportunities to the youth.

The Chief Minister said that presently 4886 cooperative societies are functioning in Himachal Pradesh having more than 17 lakh members and active capital of Rs. 34,408 crores. These societies are contributing immensely in distribution of manure and agricultural implements by managing 3165 depots in the 3226 panchayats of the state.

He expressed his concern over the fact that Himachal Pradesh has not been able to achieve much in cooperative sector though the cooperative moment in the country started from Panjawar village of Una district long back in 1892. The state government will make all out efforts to strengthen this sector and adding more people to this moment.

Jai Ram Thakur said that Rs. 33 crores have been approved for setting up modern automatic milk processing plants at Dattnagar in Shimla district and Chakkar at Mandi. With this facility, the milk production would be doubled and there would also be improvement in products. He said the government of India has also given clearance for starting integrated cooperative development projects in Chamba and Una districts.

He said that Himachal Pradesh Cooperative bank has also earned a special identity as lead bank and is serving the people of the state through its 218 branches. He said that a branchy of the bank would be opened in the complex of the Ner Chowk medical college in district Mandi.

The Chief Minister distributed cheques of rupees one lakh each to various cooperative societies under integrated cooperative development scheme.

Cooperation Minister Dr. Rajiv Saizal, MP Ramswaroop Sharma, MLA Inder Singh Gandhi also spoke on the occasion.

Punjab Chief Minister Captain Amarinder Singh has ridiculed Akali Dal leader and his predecessor, Parkash Singh Badal, for the latter’s desperate attempts to divert public attention from the ongoing SIT investigation against him in the Kotkapura and Behbal Kalan firing cases by claiming it to be politically motivated.

Reacting to Badal’s statement that the SIT was working under his “influence”, the Chief Minister said that the government’s job was over after it abided by the unanimous decision of the Punjab Vidhan Sabha and formed the investigating team.

“SIT is an independent entity and the government has no role in its functioning”, said the chief minister, adding that it was now up to the investigating officers to carry out the investigations in the manner they deem fit.

In a statement issued here on Saturday, the Chief Minister said that the SIT comprises highly competent officers and they are free to summon and question anyone. “If anyone is found guilty by them, they will make a report and submit it to the court for further action”, he said, adding that his government had no role whatsoever either in the ongoing investigations or their outcome.

The Chief Minister said that it was absolutely ridiculous for Badal to even suggest that the SIT report will be written by Punjab’s Advocate General. “Unlike you, Mr Badal, I believe in the law of the land and fair investigations”, said the Chief Minister.

Accusing Badal of playing the victim and indulging in theatrics by claiming that no democratically elected Chief Minister had been ever called for questioning in independent India, the Chief Minister said that it seems age had caught up with him and he was suffering from amnesia. “Under your government,

I was summoned and questioned by the police on frivolous charges at the Patiala circuit house”, said the Chief Minister, while advising Badal to face the investigations as a law-abiding citizen.</>

Punjab Animal Husbandry deptt suspends 3 officers debuted at Mattewara farm

The Animal Husbandry department has placed under suspension 3 officers on account of absenteeism indulged in by the staff of Mattewara Animal Husbandry farm besides negligence in care of animals, heaps of garbage strewn around and on the basis of a report about shortcomings in the stock register. This follows the sudden visit of the Animal Husbandry Minister, Punjab, Mr. Balbir Singh Sidhu on 13th November to the farm. 

 

Disclosing more, Mr. Sidhu said that he had conducted the surprise check of the farm on the basis of a confidential information that officers deputed at the mattewara farm under Animal Husbandry department, are indulging in illegal selling of the animals. He further said that he found ample shortcomings in the management of the farm and constituted a 3 member committee of the department to carry out a thorough technical probe. 

 

The minister also said that the said committee visited the farm on the 14th of November and minutely inspected the works as well as the functioning of various sections. The probe brought out the absenteeism indulged in by the staff of the farm on a large scale apart from gross wrongdoings in the stock register and heaps of garbage strewn around. During the stock checking, it was found that 80 goats of varying age groups are registered in the record where as the checking brought out this number to be 105. Similarly, the Sheep Breed farm stock was verified too as per which there were 327 sheeps of different age groups whereas  396 big and small sheeps were actually found. 

 

On the basis of the probe report submitted to the government by the Director, Animal Husbandry department, Punjab, 3 officers namely Deputy Director Mattewara Farm Dr. N. K. Sharma, Veterinary Officer Mattewara Farm Dr. Rajiv Nanda along with Veterinary Inspector Darshan Singh were suspended on the grounds of negligence in duty. 

 

 The Director said that the minister has made it absolutely clear that no negligence towards discharge of official duty in the department would be allowed. Any officer or an employee found guilty of any wrongdoing would face strict legal action. He further said that such sudden checks by the department would continue in the future too and the state level special probe committees constituted for the purpose would visit all the districts. 

 

It is also worth noting that the minister has exhorted the farmers to adopt Animal Husbandry, Dairy Farming and Fisheries as the allied occupations regarding which many state of the art projects are also under process. 

 

On the occasion, Political Secretary to the minister -Mr. Harkesh Chand Sharma and other officers were also present. </>

A wreath laying ceremony was organised today at the Teen Murti Memorial by the Cavalry Officers’ Association, to honour the sacrifices, valour, and splendid contribution of the Indian Cavalry since World War I.  The Indian Cavalry has a long and awe-inspiring history of valour and sacrifice. 

Teen Murti memorial was instituted in the memory of the cavalry officers, non commissioned officers and men of the 15th Imperial Service Cavalry Brigade composed of cavalry regiments from the Indian states of Hyderabad, Mysore and Jodhpur, with detachments from Bhavnagar, Kashmir and Kathiawar who were martyred in the Great War of 1914-1919, in the Sinai, Palestine and Syria.

The Armoured Corps, a successor and inheritor of the cavalry traditions has proven to be the spear of the Indian military might with its mighty T-72, Arjun and T-90 tanks.

The memorial service was a solemn ceremony of poise and grace wherein wreaths were placed by serving and retired officers of the cavalry fraternity.

Lt Gen Amit Sharma (Retd), President COA, highlighted the great contribution of the Indian Armoured Corps, in protecting the nation’s sovereignty. 

This is aptly reflected by the ‘Gallantry Awards’ earned by the Corps since independence, which include two Param Vir Chakras, 16 Mahavir Chakras, Three Kirti Chakras, 57 Vir Chakras and 26 Shaurya Chakras.</>

In particular, President Solih highlighted the pressing need for increased housing and infrastructure development as well as for establishing water and sewerage systems in the outlying islands.

He also conveyed India’s readiness to extend help in every possible way and suggested that both sides should meet at the earliest to work out details as per requirements of the Maldives.

Prime Minister Modi also welcomed the expanding opportunities for Indian companies to invest in the Maldives in different sectors for the mutual benefit of both countries.Recognizing that nationals of both countries travel extensively between the two countries, the leaders also agreed on the need for facilitating easier visa procedures.

Prime minister Modi extended an invitation to President Solih to make a State Visit to India at his earliest convenience. President Solih accepted the invitation with pleasure. 

The Minister of Foreign Affairs of Maldives will make an official visit to India on the 26th of November to hold further discussions and to prepare for the forthcoming State Visit of President Solih to India. 

President Solih expressed the hope that Prime Minister Modi will make an official visit to the Maldives in the near future. Prime Minister Modi gratefully accepted the invitation.</>

Indian Army may just have more challenge on its hand as a chilling ISIS-style execution video has surfaced in Kashmir.

It is said that the video was released by Pakistan-based terrorist group Hizbul Mujahideen (HM).

In the video, a Kashmiri youth was branded an informer and shot multiple times in the head by Hizbul terrorists.

The victim is said to be a 11th-grade student and the whole act was caught on camera.

The terrorists killed him over suspicion of being an informer and wanted to send a message to those who help the Indian Army.

The bone-chilling video shows Kashmiri speaking executioners spraying the youth’s head with bullets.

Former Kashmir chief minister and J&K National Conference party leader Omar Abdullah condemned the incident.

“The cold-blooded murder of an 11th standard student by the Hizbul Mujahideen terror outfit is deeply disturbing.

There can be no justification for this act & should force those who sympathise with these outfits to question how these murders make Kashmir a better, freer place,” he said in a statement on Twitter.</>

IRSDC makes swift progress in transforming Surat Railway Station as Multi Model Transport Hub

A truly seamless multi model transport hub integrating all modes of transport is to be developed at Surat Railway station wherein all the three levels of Government, namely Central Government (Railways), State Government (Gujarat State Road Transport Corporation) and local government (Surat Municipal Corporation) have come together to pool their lands and also form a SPV named SITCO.

This unique initiative is being spearheaded by Indian Railways Station Development Corporation which has been entrusted to implement the task of Railway Station development/redevelopment projects of the Ministry of Railways.

This project once completed, will transform the face of Surat. Request for Qualification cum Request for Proposal (RFQ cum RFP) for appointment of Developer to take up the development of Multi-Modal Transportation Hub (MMTH) along with Commercial Development on DBFOT-PPP mode was invited on 17th April 2018 so that in addition to the originally qualified developers, new Developers can also participate along with the already qualified Developers.

After interaction with the probable bidders at GOG level, number of steps has been taken to make this unique project more attractive and risk free to the developers. The various steps already taken and incorporated in the bidding document as corrigendum are as under:

Increasing project viability:

Increased Built-up Area (BUA) – Proposed Commercial Development BUA increased from 5.07 lakh sq.m. to 8.40 lakh sq.m.

BUA definition modified to exclude basement(s) or any upper floor(s) for satisfying the parking/ fire requirements as per local byelaws.

Reduced Mandatory Cost – Estimated Cost of Mandatory project has been reduced from INR 1,008 Cr. to INR 895 Cr.

Increased Commercial Retail Area on Ground Level – Commercial Area at Ground level increased from 3,54,864 sq.m. to 7,84,596 sq.m. considering the local demand at Surat.

Increased Commercial Development on West Side along Ring Road – Commercial Area increased on West side by shifting the proposed Railway Quarters to Udhna.

Flexibility for Planning Explicitly – Flexibility has been given to the developer to modify the Commercial
Development Plan without disturbing the area requirements and intent of Mandatory Project.Master Plan has been revised to provide more commercial area on ground.

IRSDC being declared the nodal agency by Union Cabinet for Railway Station Redevelopment and given full powers for plan approvals over railway land and no change in land use required.

MoU between Railways, Surat Municipal Corporation (SMC)&Gujarat State Road Transport Corporation (GSRTC)for joint development signed on 17.08.2016

Performance guarantee for Commercial Development Project has been reduced from 100% to 40% of Commercial Development Cost.

Milestones of Project Development Fee Instalments payable by the Developer has been realigned to reduce upfront expenditure of Developer.

Interest rate on balance lease premium payable by the Developer has been reduced from 15% p.a. to 12% p.a.
Station Revenue Share payable by the Developer to SITCO has been reduced from 50% to 35%.

Maximum tenure of Sub-License at a time has been increased from 3 years to 9 years.

The bid opening date has now been extended to 07.12.2018 based on the request of bidders.</>

The Minister for Public Service & Good Governance, Law & Justice, Government of Tanzania (Zanzibar), Mr Haroun Ali Suleiman called on Union Minister of State for Personnel, Dr Jitendra Singh here yesterday and discussed India’s experience with good practices in governance as well as possibilities of exchange programmes at academic level with Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie and other Indian institutions.

 

Extending a warm welcome to Mr Haroun Suleiman and his delegation, Dr Jitendra Singh recalled that India shared a traditionally friendly relationship with Tanzania right from the time of President Mr Julius Nyerere. Because of these common linkages of legacy, he said, it is far much easier to expect a successful engagement between the two countries.

 

Dr Jitendra Singh referred to the visit to Tanzania by Prime Minister Shri Narendra Modi in July, 2016 and pointed out the special emphasis given by the Government to the relations with the African countries.

 

During the half-an-hour interaction, Mr Haroun Suleiman expressed keenness for further and deeper engagement with India in the fields of civil services and governance. He proposed to Dr Jitendra Singh the desirability of arranging visits by civil servants from Tanzania to India, so that they could enrich themselves from the vast experience of the Indian Administrative Service.

 

Dr Jitendra Singh informed his Tanzanian counterpart that the Union Ministry of  Personnel is already engaged in such exchange programmes with several countries .

 

In response to Mr Suleiman’s request for the visits of Indian faculty to his country, Dr Jitendra Singh said, a group of officers can be assigned to work out this arrangement. For this purpose, he said, the representatives from Ministry of External Affairs will also be involved.</>

Govt Clarifies on Maternity Leave Incentive Scheme, know more

In a section of media, there have been some reports about Maternity Leave Incentive Scheme. In this regard, the Ministry of Labour & Employment has clarified the following –

Background- (i) The Maternity Benefit Act, 1961 applies to establishments employing 10 or more than 10 persons in Factories, Mines, Plantation, Shops & Establishments and other entities.

The main purpose of this Act is to regulate the employment of women in certain establishments for certain period before and after child birth and to provide maternity benefit and certain other benefits.

The Act was amended through the Maternity Benefit (Amendment) Act, 2017 which, inter alia, has increased the paid maternity leave to women employees from 12 weeks to 26 weeks.

While the implementation of the provision is good in Public Sector, there are reports that it is not good in Private Sector and in contract jobs.

There is also a wide perception that private entities are not encouraging women employees because if they are employed, they may have to provide maternity benefit to them, particularly 26 weeks of paid holiday.

In addition, the Ministry of Labour & Employment is also getting complaints from various quarters that when the employers come to know that their women employee is in the family way or applies for maternity leave, the contracts are terminated on some flimsy grounds.

There have been several representations before the Labour Ministry on how the extended maternity leave has become a deterrent for female employees who are asked to quit or retrenched on flimsy grounds before they go on maternity leave.

Therefore, the Ministry of Labour & Employment is working on an incentive scheme wherein 7 weeks’ wages would be reimbursed to employers who employ women workers with wage ceiling upto Rs. 15000/- and provide the
maternity benefit of 26 weeks paid leave, subject to certain conditions.

It is estimated that approximately an amount of Rs. 400 crores would be the financial implication for Government of India, Ministry of Labour & Employment for implementing the proposed incentive scheme.

Major Impact: The proposed Scheme, if approved and implemented shall ensure the women in this country an equal access to employment and other approved benefits alongwith adequate safety and secure environment. Also, the women shall continue to bear the major share of household work as well as child care. The work places will be more and more responsive to the family needs of the working women.

Current Stage of the Proposal:

There are some media reports that this Scheme has been approved/notified. However, it is clarified that Ministry of Labour & Employment is in the process of obtaining necessary budgetary grant and approvals of Competent Authorities.

The reports that it will be funded from Labour Welfare Cess, is also incorrect, as no such cess exists under this Ministry.</>

It was March 6, 2009. A 14-seater prototype aircraft called Saras Prototype 2 crashed during a trial flight in the outskirts of Bengaluru, killing all three crew members — two pilots of the Indian Air Force and a flight engineer. During the investigation, the cockpit voice recorder disclosed the commander calling out, “aircraft has departed”, just 10 seconds before the crash, indicating that the plane had gone out of control as soon as it took off. The 75-page investigation report pinpointed human errors, but did not spare the manufacturer of the plane, Bengaluru-based National Aerospace Laboratories (NAL), for devising engine relight procedures — a midair test that involves switching off an engine before switching it on again — without consulting the propeller manufacturer MT-Propeller of Germany. 66672653 The plane had lost altitude and crashed, but the tragedy had a direct fallout: India’s dream project of manufacturing a small civilian plane, the Saras — the Sanskrit word for crane — was stuck in limbo. By 2016, NAL, the agency that comes under the administrative control of the Council of Scientific and Industrial Research (CSIR), announced that its Rs 300 crore fund for the project had dried up, forcing it to suspend Saras for the time being. It was a project that began in 1991. In fact, there was another prototype — the Saras PT, which flew successfully many times since 2004. It has been modified as the 14-seater Saras PT1N and flown again earlier this year, for a surprise trial. 66672492 Something much bigger than Saras is in the offing now. Nine years after the PT-2 crash, the Centre is thinking of indigenously manufacturing aeroplanes for civilian use. Earlier this week, a 21-member jumbo expert committee, headed by the civil aviation secretary, was set up to look into the various aspects of manufacturing planes and helicopters in India, apart from finding ways to upscale and diversify production of aero-components.Significantly, this is the second panel being set up in the last two and a half months; the first was headed by the ministry’s economic adviser, Vandana Aggarwal, with a mandate to give a roadmap for creating a special purpose vehicle (SPV) to develop what it calls regional transport aircraft, or RTA. The need for such a segment has been increasingly felt after the government rolled out its UDAN scheme for regional connectivity a couple of years ago. 66672511 66672515 66672522 “What’s being discussed is the feasibility of manufacturing aircraft of 19- to 100-seater,” an official connected to the panel told ET Magazine, adding that its recommendations would be ready by the end of this month. This panel, constituted on August 30, has four members — a general manager-ranked officer from Hindustan Aeronautics Limited (HAL), a group director of Aeronautical Development Agency (ADA) and senior scientists Abhay Pashilkar and RV Venkatesh, both belonging to NAL, the creator of Saras. Rs 80 crore is earmarked for the purpose of designing the regional transport aircraft manufacturing project.“The Government of India is fully committed to the development of commercial aerorelated manufacturing in India,” Minister for Civil Aviation Suresh Prabhu told ET Magazine, adding how two committees would engage in deliberations simultaneously. “Both the Government of India and Indian industry are serious (in manufacturing civilian planes),” he says.Bigger PlanesThough information on a likely road map for manufacturing aeroplanes in India is still sketchy, two things are amply clear. First, unlike the earlier avatar Saras, which was a small, 14-seater, this round of manufacturing may embark on building relatively bigger aircraft, up to 100-seater and even more. 66672529 There are 1,358 aircraft in India, including private ones and those used for training purposes, as on July 12, 2018. There are 620 aircraft of scheduled Indian operators. Of these 79 planes have less than 100 seats. In that category, 70 aircraft have 70 seats and above.The smaller ones include three 50-seater CRJ-200 aircraft flown by Zoom Air, two 48-seater ATR 42-300 of Alliance Air and four 18-seater Beechcraft 1900D planes of Air Deccan and Air Odisha. The data, compiled by the Directorate General of Civil Aviation (DGCA), throws up the question whether there will be any demand for a 14-seater, Saras-type aircraft — something that was conceived back in the 1990s, even though the government tries to revive the project.Airlines in India, which foresee growing air connectivity to smaller cities, may prefer 50-to-70-seater planes rather than smaller ones. However, state-owned Hindustan Aeronautics Limited (HAL) is scouting for buyers for its 19-seater Dornier-228, hitherto flown only for military use, saying the aircraft is cheaper and has low maintenance costs. It was in December last year that HAL obtained licences for the use of Dornier for civilian purposes.Second, unlike in the past, the government may engage private players — either foreign or Indian — for manufacturing aeroplanes. It’s unlikely that the aircraft will be a pure NAL-CSIR venture like the Saras, says an official in the know. That could propel the government into a turbulent zone. Already, the partnership of Dassault Aviation and the novice in the field, Anil Ambani-led Reliance Defence, in the Rafale fighter jets deal has become a political hot potato. “We will follow due diligence. The decisions of both the expert committees will go for inter-ministerial consultations and also the approval of the cabinet,” a civil aviation ministry official said on condition of anonymity. Founder of Air Deccan, Captain GR Gopinath, bats for the involvement of private sector, saying the government must not get into the manufacturing of civilian aircraft. “India must create a global aircraft brand with great quality and at a good price point. The idea is to tap the global market, like Brazil’s Embraer and Canada’s Bombardier have demonstrated.” 66672619 Already, pressure is mounting on India to plunge into the manufacturing of civilian aeroplanes after China came out with models such as COMAC C919, a 168-seater, narrow-body jet, which many aviation experts happily compare to AirBus A320neo and Boeing 737 MAX. The aircraft is likely to be used by China Eastern Airlines by 2021, according to various news reports. In India, sarkari hurdles are more complex.Even after the crash of Saras PT-2 in 2009, the Government of India continued its dream project for some time. By then, various stakeholders such as CSIR, Department of Defence Production and the Civil Aviation Ministry were not on the same page, resulting in a further slowdown of the project. 66672541 66672554 Even after the crash of Saras prototype aircraft, we continued our efforts under a regional civil aviation project. It can now be reignited only if there¡¦s a clear ownership of it, with no turf war between government departments, says Nasim Zaidi, who first served as DGCA (2008-10) before getting elevated as secretary in the Ministry of Civil Aviation (2010-12). 66672629 Maybe there will be less confusion now on who would pilot the new aeroplane project, after the government, in July last year, changed the allocation of business rules, allowing the Civil Aviation Ministry to pursue the development of commercial aero-related manufacturing and its ecosystem, a subject that was handled by the Department of Defence Production.There's no doubt now who the pilot is. The only uncertainly is whether there will be a clear sky ahead.
